The need for the DipOR has been brought about by the Government’s 2008 enactment of Articles 7 and 10 of the Energy Performance of Buildings Directive. Current legislation defines the type and floor area of public buildings that are required to produce a Display Energy Certificate (DEC). DECs are currently required for public buildings with a floor area of greater than 1,000 sq m but, as a result of the recast of the Energy Performance of Buildings directive, this threshold reduces to 500 sq m from January 2013 and then to 250 sq m in 2015. DEC energy ratings are based on the metered/recorded annual energy consumption and must be accompanied by an Advisory report on first issue. The DEC must be renewed annually, whilst the Advisory Report is to be renewed after 7 years. The DEC identifies how well energy consumption is being managed, with reference to weather corrected benchmark consumption figures for the building type, (the Operational Rating). The Advisory Report provides advice on how to improve the operational rating by both improving the building and by improving the way that energy is managed. DECs will be produced by qualified and accredited Operational Ratings Assessors who hold a licence to practice, a status that will be achieved through achievement of the ABBE Level 3 Diploma in Operational Ratings and membership of an appropriate accreditation scheme.
